2) Did you join the World Assembly or do you have a WA puppet? I use switchers when necessary.

4) How did you find out about the Empire of Japan? One of my puppets received a TG.
5) Why did you join the Empire of Japan? It's a Japanese region.

As I've mentioned in #3, above, I have been in-game for over 10 years, 11 in March. In that time, I have done every conceivable thing possible in-game from founding regions, one was founded in 2003 and is still in existence today, holding every conceivable governmental position and participating in all forms of military activities. With this background, I hope that you will appreciate the sobriquet Sensei that I have been given.

Actually, I'm better at Foreign Affairs TBH. But by being Minister Without Portfolio, I could advise all branches of government without any infringement of bailiwicks. Keeping activity up is a challenge. I would suggest that we establish classes of citizenship where activity and work raises one's status. These can be named using traditional Japanese names. Even with everything that we do, recruitment must be insatiable to keep the regional population up as the 28 day virus takes its toll. I also suggest all nations adopt a Mon such as the one in Azumi's flag. I may switch nations with her. I have a site where these flags can be found. Want to see a great forum skin? Look Here

I try to stay as close as possible to the Meiji Government and there was no such thing as a Minister Without Portfolio. There was a Council of Advisors but they reported to the Emperor, not the Prime Minister. I already have someone in mind for the Ministry of Foreign Affairs, the Home Ministry is the best I can offer: Home Ministry (Wikipedia)I'm also looking for a Minister of Communications, to write dispatches and the regional newspaper. About the class of citizenship, nobility titles seem like a good idea. We need more people on the forum, though. I love your idea of suggesting the use of a Mon for their flags. They're pretty. But it shouldn't be mandatory.

What duties would that Ministry entail, in your vision. I'm far more in tune with the feudal period then after the Meiji Restoration.
BTW, the title for the PM would be Kanrei.

I keep on reading about the Meiji era, it's not the one I know the best but it is the one who was chosen by vote.
The Home Minister is in charge of general administation, police and public works. He or she will be my right hand to build this region.
Kanrei is a feodal term, those were abandonned after the restoration....

Sorry, but as I said, I am most familiar and comfortable with the Feudal period. I will have to do some serious reading on the Meiji Restoration.
